The reported version is 9.1.1 based on diskinfo32.exe
But installed version is 9.9.4 as in Diskinfo64.exe
It seems that installing x64 version doesn't remove the x32 one.

I do not see what could mean "a standard sub application" of Cygwin.
Cygwin allows Linuxes / Unixes apps to run on Windows when recompiled using the cygwin emulation DLLs.
So, you can have, multiple apps maintained or not available thru the Cygwin installer that manage dependencies.
I most of the times use it for openssl client.
So I removed Filezilla as I did not need it. I suppose it was installed due to a bug.
I know that I do not answer to your question but I am unable to give you a yes/no answer.

It seems that modified their versioning schema by removing the century part.

8.107.0.215 version of Skype for Desktop is not considered as the latest but when I try to download the official version from skype I get the same version and Skype write it is uptodate.

I seems that the version given as the latest is not or no more available.

Videolan VLC "recommended version" is now 3.0.20.

When I look at Videolan VLC site, only 3.0.19 is available for windows.
On download you have a 3.0.20 version but this version does not seem "official": https://download.videolan.org/videolan/vlc/3.0.20/ !?
